As City Manager and Chief Executive Officer of the City of Loma Linda, T. Jarb Thaipejr provides strategic leadership and oversight for all municipal operations, departments, and programs under the direction of the City Council. With over two decades of public service in Loma Linda, he has guided the City’s growth through sound fiscal management and a strong focus on economic development and community investment.
Under his leadership, Loma Linda has strengthened its position as a regional center for health, education, and innovation. Jarb has advanced major infrastructure improvements, championed business attraction and retention efforts, and expanded partnerships with local institutions such as Loma Linda University Health to foster sustainable economic growth. His practical, forward-thinking approach continues to strengthen Loma Linda’s economy and enhance its reputation as a thriving, business-friendly, and health-focused city.
Lorena Matarrita
Director of Community Development
Lorena has dedicated nearly a decade of service to the City of Loma Linda, first as Planner and now as Community Development Director. She brings over 17 years of professional experience in planning and economic development, having previously served as an Assistant Planner for San Bernardino County and as a Planning Intern for the City of Pomona. Prior to her public sector career, Lorena spent over six years with the Property Business Improvement District (PBID) in Downtown Pomona, where she supported revitalization efforts, business attraction, and community partnerships that strengthened the area’s economic vitality.
Her academic credentials include:
- A Bachelor of Arts degree in Urban and Environmental Policy from Occidental College
- A Master’s degree in Urban and Regional Planning from California State Polytechnic University, Pomona
Lorena’s specialized skills include project management, development code review, entitlement processing, and plan negotiations. She is also known for her ability to “maintain kindness”—a quality she considers essential in navigating the development world and fostering collaboration.
Gabriel Rivera
Associate Planner
For relocating industry, incumbent business or new business and entrepreneurs, Gabriel offers a strategic toolkit of skills beginning with project management, planning and coordination. A graduate of California State Polytechnic University-Pomona, he holds a bachelor’s degree in Urban and Regional Planning and served in planning for the City of La Verne for 5 years before he assumed his current position in Loma Linda. Gabriel’s roots run deep in the Inland Empire, making him a knowledgeable resource on a range of subjects.
